Regionförbundets yttrande till NäringsdepartementetFörslag till Europaparlamentets och rådets förordning om unionens riktlinjer för utbyggnad av det transeuropeiska nätverket

I det pågående projektet CARGOTO, som ägs av godstransportörer, hamnar och regioner i Småland, visas tydligt på de ökande godsströmmarna i sydöstra Sverige och de växande marknaderna runt Östersjön. Detta är också något som OECD pekar på i sin Territorial Review över Småland, Öland och Blekinge. OECD skriver att den existerande infrastrukturen i Sverige ännu inte har anpassat sig till de expanderande marknaderna i öst, dvs. Ryssland och Kina. OECD pekar vidare på att med en ny östorienterad handel kommer sydöstra Sverige att spela en mer strategisk roll än tidigare.

SSPA Rapport CARGOTOUtredning om konkurrensfördelar och kundkrav för en godstransportlinje över Östersjön

Syftet med studien är att kartlägga konkurrensfaktorer för en godstransportlinje med enhetsberett gods mellan Oskarshamn och Ventspils samt anknytande inlandstransporter.
Studien avses klargöra vad som krävs för ett effektivt och langsiktigt konkurrenskraftigt transportupplägg vad gäller till exempel prestanda och värdeadderande aktiviteter.

The purpose of this study is to identify competitive factors for a unitized goods transport corridor between Oskarshamn and Ventspils, including connecting land borne transportation. The study identifies and describes what is needed for establishing an efficient and sustainable competitive transport solution, for example regarding performance and value adding activities.

Godstransportrådet i Småland har i olika sammanhang fått indikationer på att det finns en potential till effektivare, långväga godstransporter genom en bättre beställarsamverkan inom ett avsändar- eller mottagarområde. Effektiviseringen kan gälla ett bättre nyttjande av ledig kapacitet i en befintlig eller planerad vägtransport eller att det skapas underlag för en effektiv järnvägstransport.

e-study of possible Marco Polo funding for the CARGOTO project

The overall purpose of this project is to analyse funding possibilities under the Marco Polo II Program in relation to the project CARGOTO, where a new transport route in the Baltic Sea is being established between Jönköping (Sweden), Nässjö (Sweden), Oskarshamn (Sweden), Ventspils (Latvia), Riga (Latvia), Jekabpils (Latvia), Russia and possibly the Far East.

Using the CARGOTO freight route to and from the logistic sites in Jönköping via Höglandsterminalen in Nässjö to the Swedish Port of Oskarshamn and from here to Port of Ventspils in Latvia from/ to Moscow the total transport cost can be reduced compared with route solutions now offered to trade and industry in the Småland region.

Results to be achieved by NTU in order to assess the opportunities for submitting a successful Marco Polo application include:

  1. Description of opportunities and limitations in relation to the Marco Polo programme
  2. Contacts to the EC clarifying questions at stake
  3. Introduction to the necessary calculations when submitting a Marco Polo application
  4. Analysis of the possible Marco Polo guideline changes for the 2011 call and their impact on CARGOTO
  5. Scheduling a possible time- and activity-plan if a Marco Polo application is chosen as a mean to achieve co-funding for the CARGOTO project
